Wastewater Treatment Capacity
Caltech's state-of-the-art leach field now handles half of the park's wastewater.
Located in the Sierra Nevada Mountains just west of Truckee, California, Cisco Grove RV Park is a well-known campground with over 400 RV spaces, nestled among forested ridges and mountain air. After several failed attempts to rebuild and modernize the park’s infrastructure with other contractors, ownership turned to Caltech to step in, take over, and turn things around.
The campground had lost both time and money over the course of 2–3 years with previous vendors. Delays, poor coordination with state agencies, and a lack of experience in complex RV park infrastructure projects had brought progress to a halt. Caltech was called to not only diagnose the problems, but also to lead the way forward.
The Challenge
The primary challenge at Cisco Grove was clarity. After years of partial work and incomplete records, the park lacked reliable documentation of its existing utility layout — including sewer lines, cleanouts, tanks, and leach fields. This left the client with no roadmap for how to continue construction or gain regulatory approval.
Additionally, there was no comprehensive coordination with California’s Housing and Community Development (HCD) agency, which oversees infrastructure compliance for large parks. Without detailed mapping and a qualified liaison, the project risked more delays and increased costs.
Caltech’s Approach
Caltech approached the project with a simple but powerful goal: get the project back on track — accurately, efficiently, and under budget.
Here’s how we did it:
- Used radar and GPS camera technology to map every utility on-site, including active and legacy systems
- Worked with our sister company, NexGen Engineering, to create accurate and regulator-ready as-built sitemaps
- Made selective repairs to usable utilities instead of replacing everything, saving the client considerable costs
- Took over all coordination with HCD, preparing accurate submissions that resulted in timely approvals
- Began infrastructure construction, including the installation of a new leach field designed to support a high-capacity wastewater treatment system
Results
Thanks to Caltech’s combination of high-tech mapping, regulatory expertise, and cost-effective construction, Cisco Grove’s infrastructure is finally on track. The project is now moving forward with confidence, and the park owners are seeing measurable progress — on budget and with approvals in hand.
The newly installed leach field, designed to support half of the campground’s wastewater capacity, is a major step toward completing the full utility system. The campground can now plan for growth and operation with a clear path forward, anchored by reliable infrastructure and professional oversight.
